 The present definition of terrorism used in UK legal systems is to be
found in

section 1, Terrorism Act 2000, as amended4:

1 Terrorism: interpretation

(1) In this Act =93terrorism=94 means the use or threat of action where=97

(a) the action falls within subsection (2),

(b) the use or threat is designed to influence the government or an

international governmental organisation or to intimidate the public

or a section of the public, and

(c) the use or threat is made for the purpose of advancing a
political,

religious or ideological cause.
 
(2) Action falls within this subsection if it=97

(a) involves serious violence against a person,

(b) involves serious damage to property,

(c) endangers a person=92s life, other than that of the person
committing

the action,

(d) creates a serious risk to the health or safety of the public or a
section

of the public, or

(e) is designed seriously to interfere with or seriously to disrupt an

electronic system.

(3) The use or threat of action falling within subsection (2) which
involves the

use of firearms or explosives is terrorism whether or not subsection
(1)(b)

is satisfied.

(4) In this section=97

(a) =93action=94 includes action outside the United Kingdom,

(b) a reference to any person or to property is a reference to any
person,

or to property, wherever situated,

(c) a reference to the public includes a reference to the public of a
country

other than the United Kingdom, and

A regularly updated current text of the Terrorism Act 2000 is now
provided by the government at www.stautelaw.gov.uk

(d) =93the government=94 means the government of the United Kingdom, of a

Part of the United Kingdom or of a country other than the United

Kingdom.

(5) In this Act a reference to action taken for the purposes of
terrorism includes

a reference to action taken for the benefit of a proscribed
organisation.

organisation=94 were inserted by the Terrorism Act 2006, s 34(a), and
came into force

THIS IS A PORTION OF THE REPORT DELIVERED TO THE CYBER-CRIMES DIVISION
OF THE FBI, THE CIA COUNTER-TERRORISM DIVISION, AND THE EU COUNTER-
TERRORISM UNIT.  All Government Officials are welcome to a copy of the
entire complaint, but it is confidential and is not available to the
public under any circumstances.

According to the EU Counter-Terrorism Initiatives:

Terrorism is a threat that does not recognise borders and may affect
states and peoples irrespective of their geographical location. EU
States and citizens are not an exception. Individuals and groups who
believe that they can advance their political aims by using terror
pose a serious threat to the democratic values of our societies and to
the rights and freedoms of our citizens, especially by
indiscriminately targeting innocent people. Acts of terrorism are
criminal and unjustifiable, and must be treated as such under all
circumstances.

Now, let's take a look at how Spamhaus operates.  If they feel someone
is a spammer, regardless of the truth in that claim; they will place
the IP of the users ISP on a list called the SBL or Zen (which is a
combination of several lists).  If they feel the issue is not being
eradicated, they will place the user on the ROSKO list or "registry of
known spam operations".  "Known" to Spamhaus is a key element as these
listees are not called spammers anywhere else in cyberspace.  Many of
these listees are innocent of any crimes against any government
regulations and would be considered "innocents" to all those except
for the terrorist cells that represent Spamhaus (the head cell of this
terrorist action)

The ISP that is listed is even more of an 'innocent' as they merely
provide a contractual service to the user that pays them for said
service.

If said ISP does not comply with a takedown order from Spamhaus to
fulfil Spamhaus' desires...SH will elevate an attack on the ISP by
listing more innocent assets to persuade action against the innocent
user, causing the entire web community to fear Spamhaus and act
according to their political agenda.

Now that we understand that the victim is the user who is innocent by
all legal standing and the ISP who is actually contractually bound to
the innocent user, let's examine the laws concerning publication of
documentation that incites attacks on innocents in both the UK and
America.

Prevention of Terrorism (Temporary Provisions) Act 1989:

=93.... the use of violence for political ends, and includes any use of
violence for the

purpose of putting the public or any section of the public in fear.=94

Violence means:

a : intense, turbulent, or furious and often destructive action or
force
b : vehement feeling or expression : fervor; also : an instance of
such action or feeling

In order to takedown web content that Spamhaus feels is unfitting to
their desires; they use a network of violent supporters who act in a
destructive and furious manner with DoS attacks and unwarranted
threats towards the hosting ISPs of the innocent victim.

Here is an example of the threat made by Spamhaus to an ISP and the
response delivered by the ISP to the victim that has a paid
contractual relationship with the victim:

Pugmarks is an innocent host of Jacob Gill.  Jacob has never been a
spammer or been accused of spamming.  His association with Andrew lead
Spamhaus to attack him and thus extending their terrorist attacks to
all known associates of their target victims as well.

Pugmarks refused to terminate Jacob as he had not been spamming or
involved in any spam operations and Pugmarks Abuse Admins knew this to

Because the reporter is Spamhaus and they are not trusted by many
people outside of a small circle.  I keep telling you that and you
keep acting as if it's not true...well, it is as true as the sky is
blue.  Spamhaus is not as reputable as they are feared.  Remember what
your mother taught you growing up; fear and respect are 2 totally
different things.

Ok, I see that having a negative opinion of Spamhaus is a no no here.
They are the omnipotent, omniscient, and infallible leaders of this group.
I can see that clearly no so there is no point in having a
negative opinion about them here.  I will maintain my opinion and
reporting on other Usenet groups and only post it here every once in a
while for Google value.  Sorry for the intrusion.
